The Tennessee District Attorneys General Conference (TNDAGC) has launched Project Safe Tennessee. This innovative, data-informed initiative is designed to enhance public safety across the state by addressing the ever-growing challenges faced by prosecutors in the fight against violent crime.
Understanding the Challenge
In 2024 alone, Tennessee law enforcement made over **314,000 arrests statewide**—a staggering figure that underscores the relentless efforts of police officers and specialized units such as drug enforcement, sex-crime, and juvenile divisions. These specialized teams account for nearly **20% of all arrests**, highlighting their pivotal role in tackling complex criminal activity.
Yet, behind these arrest numbers lies a deeper story: more than **718,000 cases were filed statewide** with Assistant District Attorneys managing an average of **1,134 cases each**. This workload strains the justice system’s capacity, revealing a widening gap between arrests and timely prosecution—a gap that threatens to undermine public safety.
The Increasing Complexity of Prosecution
A recent 2025 Workload Study by TNDAGC shines a spotlight on a critical issue: prosecutors are not only facing a greater volume of cases but those cases are becoming increasingly intricate. Modern prosecutions now demand specialized expertise, particularly due to the surge in digital evidence and forensic analysis.
TNDAGC Executive Director Stephen Crump explains, “Today’s prosecutors must navigate vast troves of digital evidence—sometimes hundreds of hours of body-camera footage—that drastically extend the time and effort required to build each case. This complexity necessitates advanced training and substantial resources.”
Moreover, many Assistant District Attorneys and their support staffs routinely work long hours and weekends, going above and beyond to ensure cases move forward and victims receive justice.

“Cracking down on crime is vital, but it means little if cases stall or fail to result in convictions,” Director Crump emphasized. He highlighted the urgent need for systemic investment in prosecutorial resources to prevent offenders from cycling back into communities while awaiting delayed cases.
