KCDC to begin demolition as part of the Transforming Western initiative

Knoxville’s Community Development Corporation (KCDC) will begin demolition of 1950s-era buildings within the Western Heights community, weather permitting, on Wednesday, June 5 as part of the Transforming Western initiative. The demolition will include 12 vacant buildings for a total of 64 units along West Oldham Avenue, Reed Street and Bonnyman Drive.

Transforming Western is a comprehensive plan for the Western Heights and Beaumont neighborhoods to enhance access to safe housing, economic opportunity, transportation and youth development.

As part of the initiative, 196 units of affordable housing in Western Heights will be rebuilt. Another 283 units of affordable housing and market-rate homes are expected to be added to create a diverse, mixed income neighborhood that offers more choice to residents. Housing construction will occur in four phases and is expected to be complete in 2028.

The plan also seeks to transform opportunity in the area by boosting internet access, the availability of healthcare and living wage jobs. The undertaking is the culmination of engagement over several years with residents and other community members to create a safe and cohesive community that improves educational outcomes and creates a stronger connection to arts, culture and entrepreneurship.

The first step was completed in 2022 with the opening of the Western Heights Head Start facility, which provides comprehensive preschool programs for neighborhood children from infant to age 5. Later phases will include a climbing park and playground.

The funding for Transforming Western comes in part from a $40 million HUD Choice Neighborhoods grant. The City of Knoxville has allocated another $26.5 million over several budgets.
