KCDC executive appointed Senior Vice President of region’s largest housing organization

KNOXVILLE — KCDC Senior Vice President of Housing Sean Gilbert was elected to a two-year term as senior vice president of the Southeastern Regional Council of the National Association of Housing and Redevelopment Officials (SERC-NAHRO) during the organization’s 75th anniversary annual conference in Kentucky in June.

In two years, Gilbert is poised to be elected president of the association which is the largest regional body in the national NAHRO network.

“I am proud of Sean for achieving this important leadership position in the public housing industry,” said KCDC Executive Director and CEO Art Cate. “KCDC has been well represented in SERC-NAHRO through the years, and Sean is the third KCDC staff member to serve on its executive team. This is further proof of KCDC’s position as a national leader in shaping the future of public housing.”

SERC-NAHRO’s membership draws from its 10-state service area of Tennessee, Kentucky, West Virginia, Virginia, North Carolina, South Carolina, Alabama, Mississippi, Georgia and Florida. The organization offers education and training programs, improved connectivity and networking opportunities and government advocacy to its large membership.

Gilbert is a long-term member of the organization and has served in several of its leadership roles, most recently as secretary. He also currently serves on the Member Services and Legislative Network committees for the national parent organization, NAHRO. He will begin serving on the NAHRO Board of Governors in October. He is a past president of the Kentucky Housing Association.

As KCDC’s senior vice president of housing, Gilbert directs the management, maintenance and renovation of KCDC’s Housing Department which includes more than 3,700 affordable housing apartments, the Section 8 Department which provides rental assistance for an additional 4,000 low income families, and the low income housing tax credit program.

From 1995 to 2013, Gilbert served as the executive director of the Housing Authority of Pikeville, Kentucky, where he oversaw eight low-income housing properties of more than 500 housing units. Gilbert also directed the Section 8 voucher program and oversaw new construction and modernization projects for the housing authority.

Prior to his work in Pikeville, Gilbert directed all downtown revitalization programs for Williamson, W. Va., and was the revitalization coordinator for the City of Altoona, Pennsylvania.
