Gov. Haslam appoints KCDC executive to Tennessee Workforce Development Board

art cateKNOXVILLE -- Knoxville’s Community Development Corporation (KCDC) Chief Operating Officer Art Cate was recently appointed by Governor Bill Haslam to the Tennessee State Workforce Development Board for a two-year term beginning in 2013.

“Art’s 30 years of experience working in public housing and redevelopment have thoroughly prepared him for this leadership role,” and said KCDC Executive Director and CEO Alvin Nance. “At KCDC, we recognize that developing a thriving workforce plays a key role in redevelopment, and Art’s years of experience and expertise will help craft future effective state-wide workforce development policy.”

The State Workforce Development Board is a 36-member body that provides effective leadership and guidance to increase the competitive position of Tennessee businesses and attract new businesses through the development of a highly skilled workforce.

Board appointees come from various arenas. A total of 30 percent of board appointments come from the state organizations, elected officials or local government agencies; 30 percent from private business; 30 percent from community-based or labor organizations; and 10 percent from the general population.

Cate has worked at KCDC for more than 30 years and has been COO since 2001. Cate is founder and past chairman of the Tennessee Housing Authority Risk Management Trust and founder and former president of Emphasys National User Group (ENUG). He has also served as president of the Tennessee Association of Housing and Redevelopment Authorities (TAHRA), and vice chairman of the Administrative Practices Committee of SERC-NAHRO (Southeastern Regional Council-National Association of Housing and Redevelopment Officials).

He graduated with a bachelor’s degree in human resources management and personnel administration in 1973 from The University of Tennessee. Cate currently resides in Fountain City with his wife, Cammie.
